As reported by CNBC, OpenAI is evaluating 16 states for potential AI data center campuses as part of its involvement in Stargate, a multi-billion-dollar initiative launched in collaboration with Oracle and SoftBank. This ambitious project, introduced by President Donald Trump, aims to bolster the nation’s AI infrastructure and re-industrialize parts of the U.S.

Chris Lehane, OpenAI’s vice president of global policy, highlighted the potential economic and technological impact, saying, “A project of this size represents an opportunity to both re-industrialize parts of the country and help revitalize the American Dream in the intelligence age.”

The company has already sent requests for proposals (RFPs) to states, which include Arizona, California, Florida, Louisiana, Maryland, Nevada, New York, Ohio, Oregon, Pennsylvania, Utah, Texas, Virginia, Washington, Wisconsin, and West Virginia.

Massive Investment and Job Creation

Stargate partners, including Microsoft, Nvidia, and semiconductor giant Arm, have committed an initial investment of $100 billion, with plans to scale up to $500 billion over the next four years. OpenAI’s plan involves building five to ten data center campuses, each supporting over one gigawatt of power.

Though thousands of jobs are expected, the initial campus in Abilene, Texas, is projected to create just 57 roles, sparking questions about economic returns. Construction and operational positions will be key components of employment.

Environmental and Resource Challenges

Data centers are notorious for their environmental impact, consuming up to 50 times more energy per square foot than standard office buildings, according to Energy.gov. OpenAI is exploring partnerships with utilities and power-generation methods, as well as a “light water-footprint design,” though specifics remain unclear.

Rising AI Competition from China

The urgency for U.S. AI dominance has heightened amid China’s rapid progress. Chinese AI lab DeepSeek recently made waves with a powerful and cost-effective model, roiling U.S. markets and climbing to the top of Apple’s App Store rankings.

Sam Altman, OpenAI CEO, acknowledged the breakthrough, calling DeepSeek’s model “clearly a great model” and emphasizing the fierce global competition.

Chris Lehane reinforced the stakes, stating, “Right now, there’s really only two countries in the world that can build AI at scale: China and the United States. Reports surrounding DeepSeek make it clear that this is a very real competition. The stakes could not be bigger.”
