In a controversial restructuring move, President Donald Trump has signed an executive order converting the US Digital Services (USDS) into the Department of Government Efficiency (DOGE). This reorganization, framed as a push for efficiency, is spearheaded by tech mogul Elon Musk and has sparked concern about transparency and data security in federal operations.

The USDS, established under the Obama administration to address inefficiencies in government technology, now operates as DOGE. According to its new charter, DOGE is tasked with improving government efficiency by granting access to unclassified records, IT systems, and data across federal agencies.

Critics have raised alarms about this sweeping access. “It’s a clever bureaucratic jiujitsu move,” a former USDS employee told WIRED, noting that DOGE’s mission could extend beyond streamlining operations to targeted surveillance or political agendas.

Unprecedented Access and Legal Maneuvers

Initially proposed as an advisory committee with a mandate to identify $2 trillion in federal budget cuts, DOGE skirted the usual transparency requirements for such entities by repurposing the USDS, a pre-existing government body under the Office of Management and Budget (OMB).

DOGE comprises two entities:

  2. A Temporary DOGE Organization: Scheduled to dissolve by July 4, 2026, this group operates under unique rules that allow for volunteer staff, “special government employees,” and streamlined hiring processes.

Temporary DOGE employees, who are not bound by the same financial disclosure requirements as full-time federal employees, can maintain private-sector contracts. “There’s a fine line between leveraging expertise and enabling regulatory capture,” says Nick Bednar, associate professor at the University of Minnesota. “The lack of transparency could lead to unchecked influence over government operations.”

DOGE’s success hinges on its execution and oversight—or lack thereof. Richard Pierce, a law professor at George Washington University, warns that the initiative’s broad mandate and lack of transparency could easily evolve into a mechanism for centralized surveillance and control.

“There’s an element of unpredictability to DOGE’s potential,” says Don Moynihan, professor of public policy at the University of Michigan. “It could streamline government functions, or it could become a tool for extracting resources and influence. Right now, it’s a roll of the dice.”

As DOGE’s operations ramp up, the nation waits to see whether this bold restructuring will deliver on its promise of government efficiency—or unravel into a cautionary tale of power unchecked.
